During an official visit to Eritrea from 9–12 July 2022, the President of the Federal Republic of Somalia, Hassan Sheikh Mohamud, and the President of the State of Eritrea concluded a Memorandum of Understanding (MoU) aimed at strengthening bilateral relations and expanding cooperation across a range of sectors. The instrument provides for enhanced cooperation between the two States in political and diplomatic affairs, economic and social development, environmental protection, defence and security, and regional integration within the Horn of Africa.

Particular significance for maritime governance arises from the parties’ commitment to expand cooperation in water resources and fisheries, alongside trade, investment, agriculture, health, and education. The MoU further promotes collaboration in environmental protection and sustainable development, as well as defence and security matters, all of which have implications for the management and protection of marine resources and the development of the blue economy.

The visit also included inspections of Somali military training facilities in Eritrea, including units of the Somali Navy undergoing training in Massawa, reflecting the growing defence and security cooperation between the two States.
