This study examines the legal basis of Somalia’s National Stock Exchange, assessing whether its establishment represents genuine institutional advancement or reflects the absence of a consolidated securities regulatory framework. It analyzes the exchange through functional, institutional, and regulatory dimensions to determine the extent of its legal consolidation. The research further evaluates whether the current framework provides sufficient statutory authority, supervisory clarity, and investor protection to sustain a credible and stable capital market.
